It is not a problem. And, yes that is what I see in the app size listing.

You may have noticed that many other pre-installed apps (e.g. Mail, Notes) don't even appear in that list. That is because they are not stored in the Macintosh HD - Data volume, they are in the read only signed system volume along with the rest of macOS. https://support.apple.com/en-au/guide/mac-help/mchl0f9af76f/mac

Safari is a special case. It also is not installed in the Macintosh HD - Data volume. Rather it is in a Cryptex (secure storage space separate from the other pre-installed apps) which is also not part of the Macintosh HD - Data volume.

It would be logical to not include Safari in that list.

Completely quit/close/exit Safari. Open Storage in System Settings. Let all the fields get done with "Calculating...". Take note of Applications size as well as the System Data size. Now, leaving this open, open Safari. Now go back to Storage and see the change in Applications size and System Data size. Note that Safari is no longer 0 KB in size.

So it does - 1.3GB now. That's odd!

Now exit System Settings, then open Storage in System Settings and go to applications and Safari is back to zero! That's even odder!
