For several point releases I have run into the issues that Safari stops loading pages. Mail also starts having issues with web content not loading pointing to Webkit issues. This is on the Technology Preview and the standard edition of Monterey 12.5 (as well as 12.4 and 12.3) and only on my Mac Studio. I have disabled all extensions, deleted caches, etc.

Sometimes it starts loading again 10 min later, sometimes I have to reboot. Firefox works fine.

I have a Feedback report in on this.

Has anybody else seen this? Has anybpdy found a fix?

Wired (ethernet) or wifi? Wired, my Studio will have several page loading pauses every day and some can be lengthy. Unplug and turn on wifi and those pages will immediately load. Having tested through all kinds of possibilities, I suspect the Monterey port management software is buggy (all ports- not just ethernet) having to either "reboot" and/or wake from recurring sleep cycle (overly aggressive on power management???) over and over. If my gut feel guess is right, only Apple debugging this part of macOS can help us.

For ethernet connections, I notice that the same websites will load quickly on ethernet-connected Intel Macs running earlier versions of macOS... or the Studio will immediately load the site with a quick switch to wifi.

If yours is ethernet-connected too, try the quick switch (to wifi) and you'll probably see the same. If I'm right, let's hope for a big bug fixing upgrade... though it looks like Ventura is becoming the next best hope.

Have you tried turning off "Hide IP addresses from trackers"? I was having problems with pages not loading and logins not working. I unchecked that and I've run into far fewer problems. It may or may not help but it is an easy thing to try.

On a studio 12.5 my issues with Safari and Mail are:

1. Safari starts loading a page then stalls. Refresh page generally gets me the whole page.
2. Forwarding mail a lot of the time it doesn't include the content. On the 2nd try works.

Excellent. Yes, I use a wired connection mainly for my NAS drives. Will try that!
Definitely will at that to the Feedback Report. Odd that this is not an issue with Firefox. All port and IP privacy features are turned off, this is the first thing I tried. I'm behind a firewall anyway.

This exact issue happens on latest M2 Max Mac Studio.

Can't believe $2000 machine still has this ridiculous issue.

Unbearable!

Unbearable!
Mine cost $5,000 and it is a piece of junk. The Apple Store Genius cannot fix it either. I (82 years old) have had virtually every Mac built and this is the first one to have these problems.
