Earlier today, Safari stopped loading. At first it was no loading, then it'd load but without CSS files, then it stopped completely. Restarting the app helped at first. Restarting the computer helped for a few minutes. Restarted modem and router, etc.

Chrome and Firefox continue to work fine, but Safari is my main browser.

I've searched Google and MacRumors for solutions. I've seen about turning off IPv6, deleting cache, dumping Library files, deleting some Global Security SSL certificate, etc. Some of it is too far out to try at first, some of it isn't possible in Mojave, and some I'm just not confident about without bricking my computer.

Has anyone seen this? It literally started out of the blue while I was using the computer. Not after a restart or an installation or anything else. I don't use any add-ons or plugins or virus blockers or ad blockers or anything that could be interfering.
 
Deleting the cache doesn't help. I thought it did but that lasted all of 20 minutes.
