All Devices Safari tabs Between Devices

Since I upgraded my iPhone to iOS 13 I have lost tabs sync from iPhone to iPad both ways which are no longer syncing across both devices.
I have tried disabling and re enable Safari in iCloud on both devices.
both devices rebooted

iPhone iOS 13
iPad iOS 12

On my iPad it says I have 3 tabs open on my iPhone from months ago. so not updating

This will only start working again once you upgrade your iPad to iPadOS.

same crap. and the worst part is that this no longer works between my mac and my iphone, which is what i use the most.

You will need to upgrade to Catalina for to sync again to you Mac.
