Safari tabs not syncing

1) I can’t access my safari tabs across different device. If I have a tab open on my iPhone my iPad doesn’t show the “tabs open under different device“ list for me to open it.

2) if I close a tab on one device shouldn’t it close across all other devices?

1) I've had this problem. Turning off safari sync within Apple ID on each device and then turning it on again worked for me
2) Only in terms of that devices' tabs

It asks if i want to keep the data on the iPad or delete it when i turn off the safari sync.

No idea what data it is going to delete.

Suggest you say keep. And then when you turn it on say 'merge'

I same same problem. It used to work but not anymore.
