Get this error when downloading in Safari on Apple developer site. Is this a Private Relay issue?

Seems to be a recent issue over the past few days due to an expired security certificate.

The irony thing is that the article itself doesn't open for me, due to the same expired cert issue :D

Hi, hope you fixed the issue.
For others that may have the same problem in the future, you can try to clean the Cache.
Checking on another browser could be a good idea. If in another browser works, maybe there are some certificates that don't like that page for some reason. You can try deleting the Certificate and then installing it again.

Hope it helps!
