Safari websites not giving options for push notifications

Sites like NFL.com, NBA.com and CNN.com don't give me an option for push notifications when I visit them. Before they did and I denied them initially and removed them from the notifications list but now whenever I visit them I still dont get the option. I even deleted all history, cookies, data, etc. from Safari but still no luck. Anyone know how to force the sites to give me the option? I'm still on the same OS (Yosemite 10.10.5).

Yep it was always checked. I even unchecked it and checked it back but still nothing.
