Safari weird pauses when fetching web pages

Safari has introduced a weird random pause of around 20-30 seconds sometimes. Often it's when I click a button on a web page, like submit. For example it just happened here on the forum when I clicked to submit a reply. It happened earlier when I asked the Google Maps website to calculate a route.

I've tried Clear History, all the way back to the beginning of time. I've tried disabling all Safari extensions.

EDIT: Forgot to mention that Chrome works just fine, and other devices on the network don't experience this. Definitely just some weird Safari thing.

Thanks. I've never used iCloud Private Relay. As for Hide IP address, the help doc you linked to says this only works if iCloud Private Relay is activated.
