safe to dete these extra folders ?

You would have to discover how to actually remove those folders, as you don't own them.
Then, you would find out that those folders are part of the OS X system. Removing them would completely disable your system.
And, the folders are usually hidden from view.
If you make your files hidden (again), most of those will disappear from view, as they should normally be hidden.

Terminal, then chmod them, or sudo rm * -r might work?
If you never post again then we can assume that worked
hehe... actually i just decided to reinstall OS X.
I took *Apple's advice* which was bad advice and deleted these folders.... got a kernal panic.. what do they know
only reason why i took their advice was because i have another mac with the same version of OS X but only the Applications, Library, System & Users folders in root..
Knowing that Apple even said it seemed strange all those others were viable on a install fresh copy..
In any case, i installed via internet recovery and tossed out that version. Next time, I'll trust MR instead.

By default, Finder will only show the 4 main folders for this very reason. I believe there is a way to force Finder to display all folders and files. Which apparently was the case here.
If you had been on El Capitan, SIP (System Integrity Protection) would have prevented this unfortunate action.
