Salvadore Dali - Melting Watch effect

About five or six years ago l acquired a piece of software (compatible with Lightroom) for my MAC which allowed me to create a "Melting Watch" effect to primarily Still Life type images. Both Lightroom and that software are long gone, and l wonder if anyone on here can point me in the direction of where l might reacquire software to achieve the above effect.

The Liquify persona in Affinity Photo would do that?

Liquify Tools

The Liquify tools can be used in isolation or combination to allow you to warp an image as appropriate.
