I just upgraded to macOS Sierra and notice that when I am downloading documents from the internet and go to the Save As dialogue box, I only get to see the last saved folder.
In other words, the left column shows me the contents of the folder I last downloaded into. In Yosemite, the dialogue box showed me a few parent folders, too. I prefer seeing the other folders, as I do not want to save every document into the same folder.
