"Save video as ..." in Safari doesn't work

When I try to save a video (opened in a Safari tab) with Ctrl-click or right click, then "Save video" - downloading the video to "Downloads" - works fine. But "Save video as ..." doesn't work, no error message, but nothing stored. I am using macOS 10.15.1 Catalina with Safari 13.0.3.
Any help out there?
