This is a weird one: when I play a saved video file on my iPad(2018, 6th generation, running iOS 14.0.1), the video briefly pauses on its own every 27 seconds—like clockwork. The pause lasts no more than a second before playback resumes. Is there a setting somewhere that I have to adjust? TIA.

Sounds like a codec issue. What format are these videos and which player are you using tj play them?

The video in question is an mp.4. I use whatever the default, built-in iPad player is. Get this: I just ran the same video again and it played all the way through.

Yeah .mp4 shouldn’t have any issues playing back. Might just be a hiccup.

Definitely just an occasional hiccup like @akash.nu said. I personally wouldn't worry about it, but if it happens again, please tell us. :)
