I have a WiFi only iPad 8. I like to save web pages to read when I don’t have an internet connection. I use the Chrome and Safari ‘add to reading list’ button to do this but it doesn’t always work. I’ll go to the reading list, the page is listed there, but I need a connection to view it. Maybe 20% of the time this happens. I guess it’s the type of page layout that causes it not to save correctly. Recently, I came across this app ‘Offline Web Browser and Internet’ by Adam Frankel. It does what I want it to do, but it seems to be designed more for phone than tablet, because it doesn’t fill the whole iPad screen. Does anyone know of another ‘save web page’ app that would work better on an iPad? ( see pic: ).

That would only work if the page your screenshotting was short. One that has a lot of scrolling wouldn't work.
You can save the entire page to PDF via the share sheet in Safari.

this is not true. if you do screenshot on iPadOS, e.g. swipe from the left corner diagonal, and select Full Page from the menu above the screen shot when it is displayed for optional editing, you can of course save full pages independent of how “long“ they are.

I'm going to try Pocket and see if that suits my needs. Thanks!
I would caution you that tapping “Save to Pocket” usually saves articles only to the Pocket web server. You should also open the articles in Pocket before you leave home to make sure they are fully downloaded in the app.
