Did you turn on the dark app icons? If so, that'll also darken your wallpaper by default. Tap the sun icon to remove that effect.

Brightness is up to max, but doesn’t seem as bright prior to update.
I have the same issue, I’ve stopped my beloved dark mode but it helps little, I estimate screen brightness across the board is 80 or 85 percent of what it was . That’s all apps. Not overheating. Feels like a bug

Ensure auto brightness isn’t on, if it is, turn it off and hard reset your phone. When it’s back on- your brightness will be operating at the normal scale.
 
My issue was because it was super hot during the update. When cooled off after restart it’s normal.
