Has anyone else noticed that in iOS 10, when the screen dims in Messages as it prepares to timeout and a new message is received, the screen doesn't go back to full brightness?

For example, in previous iOS versions, the screen would start to dim and I would see an iMessage user typing. If they I received the message before the display went black, the display would light back up to normal brightness. Now, if a message is received when the screen is dim, the screen stays dim. Kind of annoying.

Wondering if it's a bug or if that's the way it's meant to be now.
