Last week I received my MacBook Pro 13 non-TB BTO with 16GB RAM and 512GB SSD, and base 2.3Ghz i5.

During that week I've noticed almost daily that the screen glitches. On screen you can see the kind of horizontal noise/tearing that you used to get on old CRT monitors when the cables were loose or a connection was made/broken.

Anyone else having this?

Apply support just told me to reset the SMC memory to fix "screen resolution" (tragic).

I think this is a hardware issue - no specific app causes it.

I will return but they're suggesting the 14 days is from order not delivery - unfair because the BTO was held up at customs.

It sounds like this probably is hardware related.
If you boot into safe mode, does the issue persist?
Have you ran Apple Diagnostics?
Have you already taken a video of the glitches? (good to have in case you have any issues with the return, as it is proof of problem)

Hopefully won't have any issues as am within 14 days of delivery
