screen hot spots?

I heard about hot spots that run in the background on os X... (like roll overs on screen - with mouse cursor) that give user definable options. How do I access this fantastic option?

I haven't heard about this. Are you sure you don't mean hot corners?

i think he means hot corners, that should be under the expose controls in system prefs in panther
