Close enough to annoy you
I've done some searching on this but nothing seems to quite fit the issue so hopefully someone can help.

I'm using a mid 2011 mac mini with the ATI Radeon HD 6630M card.

My resolution is set to 1920x1080 but there are black bars all the way around the screen; it doesn't fill all the real estate.

During boot up the gray mac logo and boot screen take up the whole screen, as does Windows 7 when I go into bootcamp. When I reset the NVRAM the set up screen was also taking up the whole monitor.

I'm using an HDMI cable and the DVI adapter that came with the Dell monitor.

Any suggestions here? It's driving me insane(er).
 
Under System Prefrences > Screens > tick the option "Overscan"
This should fix your problem.
