MP 6,1 Screen order swapping on every boot

I have a very weird bug where on almost every reboot, the screen order is swapped. I'm not sure if it's new to Catalina or not. The left screen is always primary which it remembers but the names are swapped so sometimes the left screen is Display #2 and vice versa which confuses some software. Is there any way to persist it? It makes video conferencing annoying as I often have to switch the mic and camera to the left display.

I have a similar issue in Mojave.
The display numbers dont change in my experience but the applications I assign to each display forget which one they were assigned To. Kind of annoying with 5 displays...

What happens usually is I log in and notice that some apps are on the right screen rather than the left and when I launch Zoom for example (also affects Facetime), the cameras are swapped and I have to toggle to the other.
