Can anyone recommend me a good screen for the mac mini? I need a full HD screen of size 23-24 inch
My budget - $200-250

I currently own a Samsung screen but the text are a bit fuzzy

Are you using the right resolution?

One reason text might be fuzzy is if you are driving the screen at anything other than its native resolution.
Screens will "do their best" when told to display a different number of pixels than they actually have on their LCD panel. Bu they do this by taking the average of adjacent incoming pixels - and that will always blur what you see.

You might prefer text to be bigger/smaller, but changing the display resolution in System Preferences away from the native resolution will have this problem (until they invent retina screens).

Also, if using HDMI, try using DVI (even HDMI->DVI->HDMI which seems silly). HDMI can sometimes confuse OSX into thinking you have a TV vs a monitor which can get treated differently.

I tried this but the result is the same. My current screen is a Samsung BX2331 back from around 2011 I guess

Get the Dell U2412M. It offers you an extra 120 vertical pixels, very welcome, has an nicely sRGB calibrated IPS panel, all the Dell support and ergonomics, at around 250 bucks.
It still offers 1:1 pixel mapping on say Blu-Ray movies though.
