Here is a side by side of my XS Max and iPhone 8+. Both are at full brightness with true tone turned off. The 8 Plus is way brighter and the XS Max seems to have a yellow tint to it. Any thoughts? Anyone else seeing this?

My Xs Max is easily the brightest iPhone yet. At first though, it was not.
Make sure you:
Turn off True Tone
Turn brightness all the way up
Turn off Auto-Brightness under Display Accommodations under Accessibility.

That should help for sure.

Also, these vary a lot per iPhone. I ordered multiples of the Xs Max and kept the brightest and most white one.
 
I'd turn off the tru-tone. I did this on my X as it was way too aggresive.
