Screen Time failed to block applications?

We have configured our child's Screen Time to block an app after one hour of daily use. However in multiple occurrences, the app didn't get blocked and it kept running despite the allocated time had ran out.

I've tried:

  • Removing the app in question from the time limit and re-adding it back in.
  • Changing the Screen Time PIN code.
  • Restarting the machine
Yet the time limit doesn't seem to be enforced in the next day.

Here is a screenshot of the Screen Time report. Notice that the app has been running for 1:55 whereas the time limit is 1hr.

The actual device being managed is running macOS Catalina 10.15.7
