so I setup screentime on the ipad with same login as iphone and now after beta 2 update the screentime setting has transferred to my iphone, is it possible to setup a by device screentime setting for same icloud login?

Good question but I do not think so. It is designed to transfer across devices via iCloud. Maybe an opportunity for a feature request. You could create a child iCloud account and assign that to the iPad and use Family Sharing to enable access to all the docs and settings you wish for it to have.
hmmm looks like I may have to shame they don't do by device but yeh I will have to put that feature request in in meantime new email address to create lol
