So I setup Screen Time for family children's iPhone, and checked their usages on Guardian's phones. It worked well for the first few days (around a week something) after setup, then it stopped reporting, always showed empty screen with message "As this device is used, screen time will be reported here" on Guardian's phone.

Screen time report is still shown properly on children's phone, but not on Guardian's phone.

Re-setup their screen time (turn off and turn on again) got it worked again but all recorded data/stats are lost, and same problem appeared after some days.

Screen Time is a very nice feature, but this problem made it almost unusable.

Anyone had same problem?

Yes, exact same problem on my end.
 
Just Fyi, after all devices are upgraded to iOS 12.1, this issue seems to be fixed, 12 days after upgrade, children's screen time update and show properly on Guardian's phones.
