Scrolling within pop-in? Or PDF?

Ok I've been having issues as of late. Say for instance when I'm on the attnsite and click on view features or something well a window will pop in within the current screen but when I try to scroll down or up it only bounces the original page up or down.

Same way for when I'm trying to view PDFs from blackboard that gives me no option to download and use in good reader or anything.

How do you scroll within those different things? Or is it impossible?

That worked for the ATT site, unfortunately not for my pdf/powerpoints that open in browser.
