Scrolling

I'm not sure that there is a way to fix this but if there is a solution would be brilliant.
Now how to explain my problem. Sometimes on web pages, there will be an internal box that on a computer would be scrollable as well as the main page. As far as I can tell these boxes are not scrollable on the iPad. Is ther a way to make them scrollable?

Use Two fingers on screen within this box and it should scroll.
