Se 1 hitting error code 4013 repetitively

Like the title says, I keep getting error 4013 when trying to restore an iPhone SE (2016). When the phone is connected to power it immediately shows the restore screen. I’ve tried all I could find on the web, but I’m getting the error still. I’ve used both Mac and Windows. Any suggestions?

I replaced the battery and it resolved. Restored and running, only I have a worse problem now. The darn thing is activation locked!
