Self-Assigned IP Problem

I am having the self-assigned ip problem that's plagued a lot of people in Leopard. I have gone through 10 pages on Google and still haven't found the solution. Can someone help me on this ? I dont want to have to re-install Leopard.
 
trashing com.apple.alf.plist fixed it and restarting.

Mind everyone, it was hidden so I had show all files.
