Carrier Selling an Iphone

I owe about $260 on my iPhone 6 Plus, would there be any issue in selling it to one of the online services while the value is still high, and using that money to pay it off ? Or is it an issue because money is still owed on it

Shouldn't be an issue as long as you are going to pay off what you owe on the device.

I think you should pay off your iPhone firstly, and make sure that all your personal data is wiped out before selling it.
