If I semi jailbreak my device and get cydia will I be able to download iblacklist does anyone know?

I would try but to get cydia I have to donate $10 and didn't want to pay if I couldn't get iblacklist working on my iphone

All legitimate jailbreaks were always free of charge. The one you have found is 120% fake and scam. So beware....

Also, there is not such thing as a 'semi' jailbreak.

You either are jailbroken or you aren't. There is no halfway.

You can have a tethered jailbreak, which means you have to connect to a computer running the JB software to reboot your phone, or you can have an untethered jailbreak.

But there is no such thing as a 'semi' jailbreak.

And as mentioned, jailbreaks are free. If they want money it's a scam.
