I admit to being confused about this whole mirroring thing. Do I actually need an Apple TV device or other hardware? Is it possible to simply mirror the screen from one iPad to the other over wi-fi or bluetooth?

You can mirror to AirPlay devices like @Bigwaff said - or you can connect an external monitor. You could also mirror to some Macs that allow AirPlay mirroring.
