All Devices Sending large videos in iMessage no longer possible?

When trying to send a video to a friend today I get the error that the video is too large. Is this a bug or intentional in iOS 13? I never had any trouble sending videos of any length before with iMessage until now.

Anybody else experiencing this? And why is this happening?

I should add that I’m on wifi and low data mode is off so I can’t figure this out...

Yup annoying to me too. Either use airdrop or reduce resolution/time.
