iPad Pro Sense 4k and HDR makes no sense on a iPad what is the highest quality of a movie or a tv show should we put locally on our device?

Technically it isn't a 4K display on even the biggest ones, but unless you are re-encoding the files yourself you will need the 4K movies to not go below the quality of the display; which handles HDR just fine.
So, yes, 4K and HDR makes perfect sense (depending on the iPad, ofc).
