Separate Admin Account Permissions

The purpose of admin accounts is to administer the machine and other users...
Having two admin accounts essentially gives them the same powers as each other so having limits applied to them is an oxymoron, they could each see the whole machine.
If you have this need then create two user accounts and apply controls to them using a single Admin account. Each user can login with its own AppleID and will see its own apps AFAIK - but if both are admin accounts, no idea.
Or have seperate machines.

You could make a separate Applications folder in the individual user folder and install the app(s) there. This won't work with some apps though.
That would prevent a casual user in the other account from seeing the app in the main /Applications folder, but a user that is tech smart at all would still be able to see the other application folder in Terminal for example.
