Can I set up separate log on account for myself and my wife on my iPad latest iOS version like on MacBook

You still can.
You can set-up family sharing between the two Apple-ID and every purchase and/or iCloud can be shared between the two.
You can have shared calendars and/or individual ones, which can be switched on and off (visible or not visible) very easily.
Clearly you would be able to access one another‘s emails, but they can remain in their separate mailboxes.
In Safari you can have separate named tabs groups, so that you will always go back to where you left it.

As long as you don’t have any expectation of privacy, sharing an iPad is very feasible.
 
iPadOS has zero multiuser capability outside of specialised education setup (so-called “classroom”), despite being perfectly capable. However, if you are willing to completely give up personal privacy, sharing an iPad ain’t hard. Just so much so that both of you will use essentially the same set of stuff until you get your new iPad for your wife.

I highly doubt apple will ever allow multiuser for personal use. Maybe some more niche enterprise/corporation setup could support “multiuser” but still.

But his wife still cannot have her own Home Screen layout, her own personal storage space, own email space, own music space, etc etc. Family sharing is not designed for people to share one iPad, but for people sharing purchases across multiple devices. It’s still not multiuser by any stretch of imagination.

Why did you feel the need to paraphrase what I said in my post?

Sometimes I wonder if my English is not as good as I think it is…

Just so much so that both of you will use essentially the same set of stuff until you get your new iPad for your wife.

They don’t have to use the same stuff, but they will have access to one another information.

As I said in my post, they can have individual Calendars and Mail boxes, individual Reminders lists and individual Notes folders as well as individual Safari tabs groups.
However, all of these will be accessible by both of them so they cannot have any expectation of privacy, like I said.
