I just loaded Sequoia 15.3.2 on my MacBook Air. Whenever I turn my Computer on now it knocks my Download Internet speed to 1 Mbs. When I turn the computer off it goes back up to the normal 6.5 mbs. Don’t know how to fix.

Update: I have a 2022 MacBook Air M2
 
Is the MBA downloading anything...maybe app updates or Apple Intelligence? Check Apple Intelligence in System Settings to see if it's downloading, or check the Network tab in Activity Monitor to see how much activity it's doing. You could also leave the MBA on for a while to see if it eventually clears up.

This would happen to me when I had 50 Mbps internet. My MBP was good at sucking up all my bandwidth whenever it was downloading app updates, system updates, or Apple Intelligence.

I checked and my software shows up to date.
 
I would love to google but at 1 mb tough. What do I need to do.

1Mb/s is plenty for google.

Just leave it for an hour, then reboot, then give it another 5-6 of hours (since you have peak 6.5Mb/s if I understand correctly), and see if it's still causing issues. After OS upgrades there are many background tasks that the OS needs to run, and those will often require bandwidth.

New Macs or OSs often take days to stabilize. Your slow internet may exacerbate that.
 
Thanks for all the responses. It looks like my computer has stabilized after about 18 hours. Internet is back to normal. No fiber in my area so 6.5 mbs is the best available with bonded pair Uverse Service.
