Yes, but you have to do it using the Terminal. macOS used to have a System Preference panel that would allow you to do this via the GUI – but Apple inexplicably removed the GUI from the Settings in Ventura.
Here's an easy explanation on how to do it using Ventura (keep in mind that it uses 24-hour time, not am/pm time: so 2:00 pm is entered as 14:00:00)
