Is there a way to do a full factory reset on my iPhone 11, do a "set up as new" (not from a backup) and still retain my contacts and photos somehow?
 
Yes, I set my new iPhone 11 Pro Max up as new, still got all my contacts, bookmarks, photos. Only thing different was I had to set everything up again and download all the apps again. Also couldn’t get my old SMS messages on the phone but that was because I refuse to turn on two factor authentication.

Great thanks. When you say "I had to set everything up again", I'm assuming you're refering to your Settings (as well as re-downloading all your apps) ?
