I had this same thing happen to me on iOS 8.1. It never got fixed until I did a restore and reapplied the jailbreak. I just lived with it until I upgraded to iOS 8.1.1 and could never find a specific tweak that was causing it.

I had exactly the same problem with 8.1+Pangu and apparently it's caused by the jailbreak but is random in nature. Still wallpapers would crash, only dynamic and personal wallpapers would open.

Perhaps TaiG does it, too? My 8.1.1+TaiG is fine but it could be because I already followed this guide with Pangu:

I checked that: /Library/Wallpaper was there and was a symlink to: /private/var/stash/_.zYyrGD (the above can be different for you just look for the one containing a Wallpaper folder)

I then checked if I could go there and I could.

As the options was crashing what I did was the following to see if something would change;

I renamed the Wallpaper folder in: /private/var/stash/_.zYyrGD to _Wallpaper

Then I force closed the settings app just to be sure using the appswitcher and then I reopened the Stills option and it showed me: No photo/item available.

I forced closed the Settings app again through the App Switcher. Then renamed the Wallpaper folder in: /private/var/stash/.zYyrGD to Wallpaper

And now it is working again like normal :)

Thought I would share the knowledge.

Hope this works for you!

Don't have 8.1.2, but I did have this issue on 8.1. Just tried, an it works fine on 8.1.1. Can't say for sure it was a tweak issue on 8.1
