I have 2 kids setup on my iPad (family sharing). How do the two different users log in so that their screen time is tracked separately? I am setting All Apps & Categories to 2 hrs (Screen Time limit). Right now there is one passcode setup to unlock the ipad. Is there some way to setup different accounts to log into the ipad just like you have different user accounts you can log into on an iMac?
 
Unfortunately that's not possible at this time on iOS. Each iOS device can only be linked to a single iCloud account.
 
As above, the answer is no.

For me, multiple user accounts is the last great feature missing from iPads, and it’s not clear to me whether Apple will ever add this because of the potential to eat into profits. But people share iPads anyway, and just have to live with a lacklustre experience. Apple could improve that if they wanted to.

They already added a similar feature to iPads used in schools etc. so that kids can sign into any school iPad and have their apps and preferences loaded. From what I’ve read it’s not fully baked, but could be the groundwork to a true multiple account feature for the home.
