iPad Setting up 3 work place ipads+Screentime

i have an website I am about to make live for my workplace.
I have bought 3 IPad Air 2s and hope to use Screentime functionality to lock them down so only the website and certain other permitted sites are available.

How would I be best to go about this?

Firstly, do each of the iPads have to be set up on same account? My personal Apple id? Or separate new Apple ids? I need to be able to set Screentime limits from my own iPad.
