I’m going to be picking up an ipad pro when traveling and wont have access to my home wifi network for some weeks.

If I want to set up my new ipad on public wifi, what is the easiest way to do it?

If the signal gets lost during setup or I have to leave the location before it is done, will it need to start over? I want to use icloud to set it up so the new ipad is exactly like my old one

You need stable and fast connection especially if you want to restore from iCloud.
If it’s disconnected in the middle, it depends it happened on which stage. Some processes can be rerun or skip, but some needs to restart over from beginning.

It… might work? ¯\_(ツ)_/¯ but depending on how much data is involved and the public Wi-Fi speeds/limitations, it could take a looooong time. If you can buy it at an Apple Store, you can do the restore using their Wi-Fi.
