I have a new '23 MBP arriving tomorrow and would like to know if I can setup/restore from the Time Machine backup from my Mid'15 MBP. The Mid'15 could only update to Monterey and the new machine will have Ventura installed. TIA

Do your "last backup on the old Mac" in the morning before the new one comes.

Then have the backup drive ready and connect it BEFORE you "open the lid for the first time" on the new one.

That way it will be "there and waiting" when setup assistant asks if you wish to migrate from another drive...

I would recommend restoring everything except the apps. Install those fresh to be sure you have the optimized Apple Silicon versions instead of the Intel ones running in Rosetta mode.

Hmmm...
I'm going to guess that most apps that can run on Monterey, will also be able to run on Ventura.

So it's up to you whether to migrate them or not.
BE AWARE that setup assistant gives you a choice -- "all or nothing". You can't pick-and-choose.
