I set up SMS forwarding and Wifi calling on an iPad Air 2 a long time ago. I’m going to be getting a new iPad and restoring a backup of the Air 2 and want to know what, other than signing into iCloud, iMessage and FaceTime, needs to be done such that the new iPad will show up under the iMessage and FaceTime settings on my iPhone in the list of devices that can be SMS forwarded to and Wifi calling enabled?

I ask, because I recently did a restore from backup on an iPad and even though SMS forwarding was on, on my iPhone, it didn’t work until I toggle iMessage off and on on my iPhone, which wasn’t restored.

I’ve also found that having multiple iOS devices with the same name, which would happen after restoring the back, logged into iCloud causes weird issues. Renaming the devices doesn’t always help
 
If you sign into your iCloud account and restore from a backup you should be all set. Even just signing in to your account maybe enough, or you might need to just turn the setting back on.

It’s very simple to do.
 
As Daniel said just signing into your iCloud account will restore those functions. I have had to toggle a setting on occasion when it wasn’t immediately activated but thats about it.
