I believe family sharing requires Apple IDs to be in the same country. It doesn’t really matter where the device is located when using it as long as the account is in the same country.

You can set up family sharing in the Settings app, in the iCloud section, on your device. By doing so though, you provide access to all of your purchased apps to your son for no additional charge to him.....this is the default. You can hide apps on an app per app basis, but that would be time consuming and I wouldn’t recommend it unless you read up on it and how to access them again. Activating family sharing also means that his app purchases are charged to your account. Although, you can set that to require your approval.
I think it sounds like your son is growing up or has grown up, so I’d probably leave the accounts separate, but that’s your decision. If he already has an account, you can just log in to the iPad with his account while still in the App Store country, then send it over to him.
I set up one of my iPads while outside of my country once and it changed the App Store on me. I was able to change it back. This was some time ago, so not sure if it still sets the store based on location or your current account settings. In my case, back in 2013, it used my location to select the store. Easiest that you log in to his account on the iPad and send it to him. That way, the iPad is also locked to his account and useless to someone else.
