battery usage has its own section in settings called Battery, where you can also control low power mode
local and cloud usage are still in the general section
The battery section just shows each apps screen on time. It use to show "4hrs 25min" total screen ok time but I can't find it anywhere I'm guessing they did away with it which is stupid

No that's not what I'm talking about it use to show "total screen on time since last charge". I have not had 14hrs and 37min of screen on time since 630am this morning. And yes I know it shows each apps on time but I'm talking about total time since I took it off the charger.

There was never on-screen time in iOS, at least not stick iOS. There's a mostly recent addition of seeing screen time of each apps that appear in the battery use section (when you tap on them), but nothing about total on-screen time as one statistic.
That said, the fact that your usage and standby times are the same implies that something is off--some process or app is stuck running somewhere somehow. I'd try closing out all apps and rebooting the phone to see if that resolves it.
