iPhone Shared album photos issue

Has anyone had any issues with shared albums not showing photos on an ios12 phone being sent from a ios13 Max? They show up an empty loading circle.

Yes, I have. It appears fine on the device that uploaded the photos (8 Plus) but then everyone else gets blank photos, and my iPad Air 2 on the iPadOS 13 beta also has blank photos as well.

I submitted a bug report on this and as of this post there's been less than 10 recent similar reports.
