Can an emailed link to a video I have stored in my personal iCloud be viewed by the recipient, even if they do not have an iCloud account?

Or is an iCloud account required to view anything sent from an iCloud source?

Yep, if you Click "Share with iCloud Link" anyone can access it via a browser without having to have a iCloud account.

This is the only option it gives me if I’m trying to share the link using my iPhone:

Ah ok you are in iCloud files, the iCloud link option is only available in the photos app.
