This may be a dumb question but could my sister and I share apps, I.e., I buy the app on my computer then we both sync it?
 
An iTunes app has the same DRM that music from iTunes has. If you authorize a computer with your iTunes account, that computer will be able to sync protected music and apps to iPods and iPhones.

So the answer is yes, your sister's computer can use apps you buy on your computer. You can authorize up to 5 computers.
